Do Elected Officials "Govern"?

My take away from the new conference (7/10) was this short sentence.

"I think I am the best qualified -- I know -- I believe I'm the best qualified to govern," Biden said.

My way of thinking is that kings govern.  Military juntas govern.  Xi Jinping governs China.  Kim Jong Un governs N. Korea.  In a democratic republic shouldn't the leaders "serve" the people?

This may be one of the core problems with having so many career politicians, who think they're "in charge."   In charge of our lives. In charge of the economy.  In charge of our health.  In charge of every aspect of our lives.  Am I the only one feeling uncomfortable with this statement?

They serve, they lead and they, in the case of the President, draw together, mediate and arbitrate others who serve.
