The general rule is "virgin" receivers can be built either way but if first finished as a rifle forevermore a rifle. (This is why ALL my AR's are first completed with pistol tubes and a "token" 10" URG.) Receivers first shipped as pistols can e torn down and rebuilt either way as long as you don't combine pistol barrel and rifle stock without your $200 permission slip from Martinsburg.

Okay. Maybe I got confused because my state registered pistols for so long. They didn't have to be marked as pistols, but had to be registered as pistols. Honestly, I can't keep up with all the gun laws that are passed and/or struck down. Some court ruled that machine gun bans are unconstitutional, and H&K is supposed to be importing their PDW. Both are good news.
