While not RKBA, it is about keeping government in its place.
GA has been doing a terrific job of managing it's budget.   I think the state is sitting on a $58b accumulated surplus.  So, and I think it's the third time, the state is returning some of that money.

Here's the quote from Gov Kemp. <emphasis mine>

Our reason for taking this step is very simple: We know this is your money, not the government’s,” Kemp said, surrounded by legislative and business leaders at the Coca-Cola Roxy concert hall in Cobb County. “And we know you know best how to spend it.
 
And this is on top of a reduction in personal income tax rates.  (I'd post a link but the AJC article is PFV)

If you're interested it's $250 for single taxpayers and $500 for joint.  hmmm, what to buy, what to buy?
