I think its more along the lines of "Hey someone important acknowledges us!" more than anything.
Plus, wouldn't the ones who were enthusiastic about Obama be the ones running up to him anyway? Remember, approx 30% of the military is registered Democrat or at least vote that way. 

Either way, I still cringe when I see the photo, or any photo of him, his wife, Pelosi, Reid, Fienstein etc.
